The hole is narrow

I bought this for my KTM250EXC 2017. I tried to put it in from the top but it wouldn't go in, I had to cut the elastic band to get it in but it didn't go all the way down to the bottom of the three thighs.
It is going to the Garbage bin. What is this? View detail
